It's the same conclusion many of us have drawn over the years. The Tangerine Phase plug was as much or more about cutting manufacturing costs than improving performance.
What i find most interesting is that it is all referenced to an 11 slit design when the actual production versions had 13 slits. Why?
GPA phase plugs have 11 slits.

Actual production used 11 slits ( I have 5 units like this ) / while Altec's printed copy has always mentioned 13 slits .
GPA's modified tangerines use 9 slits .
I looked at lots of pics on the www. and found that small format drivers have 11 slot plugs and large format drivers have 13 slot plugs. I don't believe that all of the small format drivers pictured were Great Plains products.

Dammitt! Somebody stole 2 slits from each of my tangerines!
I KNOW i counted 13 slits in an orange tangerine. But, it must have been in a 288 or 291 although i would probably testify to the contrary. Just goes to show that eye-witnesses are not all that reliable. Add to that the fact that my one remaining brain cell is getting stretched mighty thin these days.

Clifford confirmed the 11 slot plug went into the production 802s. Time to check the '9' series, maybe.
